Rye Police arrest Suffern man for driving while high on drugs

The Rye Police Department arrested Vyacheslav Istomin, 40, of Suffern, New York. Istomin was charged with New York State Vehicle and Traffic Law 1192.4 Driving while Impaired by Drugs, as well as multiple other Vehicle and Traffic Infractions.

On Sunday, Dec. 7, at approximately 12:45 a.m., the city of Rye Police Department received several calls from residents regarding an erratic driver operating an Audi Q5 on Forest Avenue in the area of the Playland Parkway. The vehicle was located, a traffic stop was initiated.

Vyacheslav Istomin was identified as the operator and sole occupant. The Audi had two flat tires on the driver’s side, though it is unknown how Istomin damaged his vehicle. Officers administered Standardized Field Sobriety Tests which Istomin failed.

Istomin was arrested and transported to Rye Police Headquarters where he provided two urine samples for submission to the Westchester County Lab for analysis. Istomin was released on an appearance ticket returnable to the City of Rye Court on Dec. 16.
